How to Create a Static Text Control

Select the static text control tool from the toolbar:  

Draw the control on your panel (place the mouse cursor where you want to start the control, hold the left button down, and drag it as large as you want).

Specify the appearance of the control, enter the text, and you're finished.  If you want to change the text, simply select the control by clicking it, pause, then click it again.  Modify the text and press Tab to accept your changes.

Right-click the control for a context menu that offers selections to change the appearance of the text, including the colors, font, etc. 

Although you can modify the content of static controls at runtime (the text resides in your panel's string area), they are intended to be, well - static - so you wouldn't generally change the content at runtime.   Select the "separate string definitions" in the copybook tab of the Panel Properties if you really need the option the change static text.
